Thank you so much for using our theme WeblogPro. If you want to open your menus items on the new tab, please follow the below steps:

Go to Appearance > Menus
Click on Screen Options (Top Right)
Check the box labelled Link Target under the Show Advanced Menu Properties Heading
Now under the custom link menu item, you will find the option > Open link in a new tab
Please use this method to make the menu to open on new tab.
