Page Section Titles – Blue Underline vertical Spacing Error on Interior Pages

For each section with a section title, the template adds a short blue underline under the text. The spacing between the text and the underline is correct on the Home Page. However, on interior pages, the blue underline shifts up to touch the bottom of the text. This occurs on all pages except the Home Page. How do we adjust the spacing between the text and underline on the interior pages so there is spacing between the two.
